On Monday Zee Business, did a report of how the government was mulling to bring a second edition of a PLI (Production Incentives Linked) scheme for the textile industry, mainly in the garment and apparel segment, citing its top sources.&nbsp;&nbsp;

Along with man-made fibers and technical textiles, the government also wants to promote khadi through this scheme, where the budget provision of Rs 4000 crore is likely to be allocated, said the sources.&nbsp;

The Ministry of Textiles held a meeting with the industry stakeholders on May 17, 2022 and aims to complete the approval and cabinet process soon by August-September and mostly by October the scheme will be implemented.&nbsp;

The Directorate General of Civil Aviation (DGCA) has imposed a fine of Rs 10 lakh on SpiceJet for training a Boeing 737 MAX pilot on a bad simulator.

What was the matter? 
On May 1, a SpiceJet Boeing B737 flight going from Mumbai to Durgapur in West Bengal got stuck in turbulence. Due to this, about 40 passengers aboard were injured. Out of these, the condition of 10 was critical. However, the plane landed safely on the runway.

Investigation details 
In fact, SpiceJet has 650 pilots trained on a Boeing 737 Max. The DGCA had last month conducted an observation on the training profile of the pilots, after which as per the advice of the DGCA, 90 pilots of SpiceJet were banned from operating the Max aircraft. These pilots were ordered to train again. These pilots will not be able to fly Boeing 737 aircraft without retraining.

SpiceJet Statement 
SpiceJet said that this restriction does not affect the operation of Max aircraft. SpiceJet currently operates 11 MAX aircraft and requires around 144 pilots to operate these aircraft and the airline still has 560 trained pilots, which is much more than the requirement.

Edible Oil: The government's strictness on edible oil and oilseeds continues as central teams are conducting raids in different parts of the country. These steps are being taken to prevent hoarding related to edible oil. Raids are being conducted on wholesalers, refiners, stockists, and retailers. Zee Business Ambrish Pandey&nbsp;reports.

Pandey said the central teams are continuing raids in Maharastra, Gujarat, Madhya Pradesh, and Rajasthan. These raids started at 2 pm today. Apart from that random raids will also start in the rest of the four states, he added.

After receiving continuous complaints, a fresh action has been started by the government, according to Pandey, the government said that it is necessary to check whether the benefits of inflation-controlling decisions are passed on to the common man or not.

Pandey further said the government was getting complaints that customers were not getting the benefits of inflation-controlling decisions. Zee Business also gave these inputs to the governments. At the same time, the complaints portal which the government had created, was constantly getting complaints on the same that there is a big difference between what the government is saying and the ground reality, said Pandey. The government is saying that Rs 18 have been deduced from the old price, whereas there is a difference of Rs 2 - Rs 3 on the ground. So to find out the reality, the government is conducting these raids to investigate these things, Pandey added.

Edible Oil: Raids continue in Maharashtra, Madhya Pradesh, Gujarat, Rajasthan on oil, Zee Business special report

The Power Ministry on Wednesday said that it is working on a scheme to liquidate the past dues of the Distribution Companies (Discoms). The Discoms owe Rs. 1,00,018 crore to the Generating Companies as on May 18, 2022.

According to the government, this scheme will allow the Discoms to pay dues in upto 48 number of monthly installments. A one-time relaxation is being given to all the Discoms wherein the amount outstanding (includes principal and LPSC) on the date of notification of the scheme will be frozen without the further imposition of LPSC (Late Payment Surcharge).

As a result of the proposed scheme, the Discoms will save an amount of Rs. 19,833 crore on LPSC in the next 12 to 48 months. States like Tamil Nadu and Maharashtra who have large outstanding dues will save over Rs 4,500 crore each as a result of this measure. Uttar Pradesh will save around Rs 2,500 crore while States like Andhra Pradesh, Jammu &amp; Kashmir, Rajasthan and Telangana will save in the range of Rs 1,100 crore to Rs. 1,700 crore.

The saving by Discoms will ultimately benefit the electricity consumer by reducing the burden of LPSC in the retail tariff. The measure is expected to provide timely liquidation of arrears which is very much important to the Generating Companies than the amount foregone on LPSC. At the same time, suitable measures are being put in place to ensure that Discoms pay their dues to Gencos on a regular basis, otherwise supply by Gencos will be reduced.

Late Payment Surcharge (LPSC) is levied on the payment outstanding by a Discom to a generating company at the base rate (pegged to SBI’s Marginal Cost of Lending Rate (MCLR)). LPSC is applicable for the period of default at base rate for the first month of default and increased by 0.5% for every successive month of delay, subject to a maximum of 3% over base rate at any time.

The government imposed restrictions on sugar exports from June 1, 2022. The reason for stopping exports is that the government wants the country to have around 60-62 lakh tonnes of sugar by September-October, the food and public distribution secretary told Zee Business. Ambrish Pandey's report.

According to the secretary, exports are increasing in the country. From 2016-17 till now, there has been a growth of 200 percent in exports. The export of sugar is reaching 100 lakh metric tonnes. Apart from this, the closing stock of sugar is getting reduced every year. The closing stock of sugar may remain at 62 lakh metric tonnes, he added.

Food and Public Distribution Secretary said that even industries will not be able to export more than 100 LMT.

He further said that the farmers have been refunded up to 99.63 percent of for their crops last year. He said that the government's aim is that there should not be a sudden increase in the prices of sugar due to the shortage, he added.

The country has become the largest producer of sugar. Apart from that, it has also become the second-largest exporting country in terms of exports.

"The government is worried about food inflation, and that`s why it is trying to ensure that enough sugar remains in the country to cater to the festival season," a Reuters report said quoting a Mumbai-based dealer with a global trading firm.

Indian mills have so far signed contracts to export 9.1 million tonnes of sugar in the current 2021/22 marketing year without government subsidies. Out of the contracted 9 million tonnes, mills have already dispatched around 8.2 million tonnes of the sweetener.

Citing a government statement, Pandey said the customer is not bound to pay the service charge. They can clearly refuse to pay the service charge in the restaurant. The government has called a big meeting on June 2. Organizations related to hotels and restaurants will be involved in this meeting. Apart from this, providers like Zomato, Swiggy, Delhivery, Zepto, Ola, and Uber have also been called to the meeting.

The Ministry of Consumer Affairs had also issued guidelines that service charge is not mandatory in the food bill. These guidelines were issued on April 21, 2017.

Digilocker on Whatsapp: The government on Monday announced that citizens of India will now be able to use the MyGov Helpdesk on WhatsApp to access the Digilocker service. This is a major initiative taken by the government to make Government services accessible, inclusive, transparent, and simple. Zee Business Ambrish Pandey's reports.

According to Pandey, the Whatsapp service includes creating and authenticating their Digilocker account, and downloading documents such as PAN card, driving license, and vehicle registration certificate, among others, all on WhatsApp.

The Central Government, after careful examination of the market dynamics of raw jute trade, has lifted the price cap of Rs 6500 per quintal for TD5 grade of raw jute fixed from April 30, 2021, on the purchase of raw jute by the Jute Mills and other end-users, Pandey said.

Jute Commissioner Office has been collecting the information about the raw jute prices through formal and informal sources and it has found that the present prices are ruling near the capped price.&nbsp; As the existing prices of Raw Jute are ruling around Rs. 6500, Govt. of India has taken a dynamic decision to lift the price capping from May 20, 2022.

It is expected that the cap removal will help the farmers, Mills, and Jute MSME sector wherein over 7 lakhs people are dependent on the jute trade in addition to about 40 lakhs jute farmers.&nbsp;&nbsp;

Exports of jute goods account for about 30% of the turnover of the industry in terms of value. So, the decreasing trend in prices will also benefit jute goods exports.

The government is expected to bring a fresh divestment plan. The plan has been withdrawan by the government because the company has received only one bid.

The government will bring a fresh plan after completing its ongoing plans related to Bina Petrochemicals and green energy initiatives, the sources revealed. Once the ongoing plans are completed, the valuation of the company will likely increase and then the government would bring a new divestment plan with higher value.

The government expects a higher participation from investors when the new plan is unveiled.&nbsp;&nbsp;

Regarding cybercrime, the Union Minister said that many incidents are state-sponsored. We all know about those countries, he said adding that these countries are constantly monitored by the government. CERT-In (Indian Computer Emergency Response Team) is working on this, he said.

Along with that, the PLI scheme for hearable &amp; wearable Devices will also be announced soon, the Union Minister said. The government is also keeping an eye on loan apps.&nbsp;

RBI, Meity and CERT-IN are continuously working on this, he said. Action has been taken on all such illegal apps and it will continue in the future, said Chandrashekhar.

The Digital Communications Commission on Tuesday approved the base price of the 5G spectrum suggested by the Telecom Regulatory Authority of India (TRAI). The decision was taken in the meeting held today. The Department of Telecom will now move toward the Union Cabinet for final approval.

Although there will be no change in 5G spectrum reserve prices, TRAI's recommendations on captive networks are accepted.

"The DCC has firmed up its view. It's not a decision making body. It will give recommendation to the Cabinet for final approval of the auction plan. There is no change in the base price that Trai has recommended," the official said.

The Trai-recommended base pricing has been rejected by telecom companies. The DCC has chosen to leave the spectrum frequency range between 27.5-28.5 gigahertz for satellite services rather than auction it.

The Telecom Regulatory Authority of India (Trai) proposed a base tariff for this frequency range, suggesting that it could be utilised for both mobile and satellite services.

The regulator left it up to the government to decide whether or not to auction 27.5-28.5 GHz in its response to the DoT last week.

The DCC also approved Trai's request that private wireless or a 5G network be set up for captive use. Trai has proposed a huge auction proposal worth over Rs 7.5 lakh crore at the base price for radiowaves allotted over a 30-year period.

The Telecom Regulatory Authority of India (TRAI) suggested a 39% drop in the reserve or floor price for the sale of spectrum for mobile services, including the latest 5G offering, in order to align revenue projections with the industry's paying capacity.

The watchdog has recommended a mega auction plan of over Rs 7.5 lakh crore for over 1 lakh megahertz spectrum in case government allocates it for a period of 30 years.

In the case of 20 years, the total value of the proposed spectrum auction will stand at around Rs 5.07 lakh crore at the reserve price, according to the back-of-the-envelop calculation.

With large swathes of spectrum remaining unsold in the last two auctions, Trai recommended to the government for selling airwaves in all existing bands of 700 MHz, 800 MHz, 900 MHz, 1800 MHz, 2100 MHz, 2300 MHz, 2500 MHz, and new slots of 600 MHz, 3300-3670 MHz and 24.25-28.5 GHz.

It has suggested a lower reserve price for all bands, compared to the last recommended prices in 2018.
