After imposing ban on wheat, the government has amended wheat flour policy restricting exports of wheat flour and other derivatives.&nbsp;

The Directorate General of Foreign Trade (DGFT) has issued a notification in this regard.

It is now mandatory for all exporters to seek prior permission from the inter-ministerial committee on wheat export and its other derivatives.

The notification released will come into effect from 12th July 2022.

Regulation on all types of items including Maida, semolina, Wheat flour, Wholemeal Atta and resultant Atta has been set from 12th July 2022.

Post the regulation on wheat export, export of flour had increased. This has affected the price in the domestic market and has led to potential quality related issues.

The government was continuously monitoring the situation, therefore, the notification has come into effect.

During the period of 6th July to 12th July consignments of wheat flour export will be allowed for the ones which have either been loaded or for the ones loading of wheat flour on the floor has commenced before the notification.

Wheat flour consignments which have been handed over to customs before this notification will also be allowed to export.

Export of wheat flour is subject to the recommendation of the Inter-Ministerial Committee(IMC) on export of wheat.&nbsp;

The major steps have been taken to control rising prices and ensure stock availability for consumption.

CCPA Service Charge Guidelines: Amid rising consumer complaints, the Central Consumer Protection Authority (CCPA) on Monday issued guidelines regarding the service charges in bills put by hotels and restaurants. With the guidelines, the government clarified that the service charge is completely illegal in India. Zee Business first reported the service charge news on June 14. The impact of the campaign is now visible. Zee Business Ambarish Pandey's report.

According to the report, the CCPA has issued guidelines for preventing unfair trade practices and violation of consumer rights with regard to levying of service charges in hotels and restaurants.

The guidelines issued by CCPA stipulate that hotels/restaurants shall not add service charge automatically or by default in the food bill. No collection of service charge shall be done by any other name, the guidelines said.&nbsp;

No hotel or restaurant shall force a consumer to pay service charge and shall clearly inform the consumer that service charge is voluntary, optional and at consumer’s discretion. No restriction on entry or provision of services based on collection of service charge shall be imposed on consumers.&nbsp;

The service charge shall not be collected by adding it along with the food bill and levying GST on the total amount. The guidelines can be accessed by clicking on the link. 
If any consumer finds that a hotel or restaurant is levying service charge in violation to the guidelines, a consumer may:-

- Make a request to the concerned hotel or restaurant to remove service charge from the bill amount.

- Lodge a complaint on the National Consumer Helpline (NCH), which works as an alternate dispute redressal mechanism at the pre-litigation level by calling 1915 or through the NCH mobile app.

- File a complaint against unfair trade practice with the Consumer Commission. The Complaint can also be filed electronically through e-daakhil portal www.e-daakhil.nic.in for its speedy and effective redressal.

- Submit a complaint to the District Collector of the concerned district for&nbsp; &nbsp;investigation and subsequent proceeding by the CCPA. The complaint may also be sent to the CCPA by e-mail at com-ccpa@nic.in.

The government is working on a plan to bring in mechanism for speedy addressal of consumer related greivances and complaints. This is in view of the growing consumer complaints and a demand from them to do so. Covid-19 Vaccine booster dose: Amid the increasing cases of covid-19 in the country, the National Technical Advisory Group on Immunization (NTAGI) has suggested reducing the gap for booster doses to 6 months in a meeting. Apart from this, NTAGI has also emphasized on the increasing cases of monkeypox across the world and the need to be vigilant in the country accordingly.

NTAGI has suggested to reduce the gap between the second dose of the vaccine and the precautionary dose from 9 months to 6 months. The Health Ministry can take a decision on this soon.

In the meeting, it was also considered to use different vaccine doses as boosters. However, no decision was taken due to lack of consensus on this.

Apart from that, vaccination of children below 12 years of age was also discussed in the meeting of NTAGI. NTAGI members said the mortality rate among children in the study is almost non-existent. In such a situation, there is no need to start the vaccine right now.

It is worth noting that everyone over the age of 18 who has received both doses of the vaccine are eligible for a booster dose.

Terming the just concluded MC12 as an “outcome oriented” success, Commerce, Industry Minister Piyush Goyal, said the Indian delegation, guided constantly by PM Modi, has been 100% successful in portraying before the world the priority issues for India and the developing world.

India has been able to secure a favourable outcome at the WTO after many years, despite a strong global campaign against our farmers and fishermen.

Outcomes at the WTO MC 12 Meeting

- On fisheries, there would be a check on illegal unreported and unregulated fishing in our waters and elsewhere. There would be very strict controls on overfished areas so that fish stocks are restored. Additionally, no subsidies to be provided for fishing in areas outside EEZ or RFMOs

- The TRIPS decision will boost export, vaccine equity, accessibility &amp; affordability. A country can authorize production of vaccines patented elsewhere and there would be no consent required as well as there would be no limit on exports. A decision on Diagnostics/Therapeutics would be taken in 6 months. There would be faster pandemic response in future and there would be fewer trade barriers in pandemics

- The agenda decided on WTO reforms will make the WTO a more efficient, agile body. The dispute settlement body will be revived and play its expected role in settling trade disputes. The reform would deliver better trade outcomes for developing countries. A reference to Gender, Environment &amp; MSME has been made in the WTO reform agenda.&nbsp;

- On e-Commerce, while agreeing to the temporary moratorium, India asked for intensifying discussions on the moratorium including on its scope, definition and impact for taking an informed decision on the same.

- The Food Security Declaration, focusses on making food available in developing countries while working towards increasing productivity and production&nbsp;

- As regards, the World Food Programme (WFP), there would be no export restrictions on WFP purchases for food security in other countries; However, domestic food security will take priority.&nbsp;

- “Few countries attempted to create false campaign, initially on Sunday and Monday, that India is obstinate due to which no progress is being made. The real situation has emerged before us all, the issues raised by India, on which Prime Minister had asked us to focus upon, now the whole world acknowledges that was the correct agenda and ultimately India played a vital role in arriving at all solutions,” Goyal told a press conference in Geneva.

- Goyal said India’s motto of ‘Vasudhaiva Kutumbakam’ echoes in the WTO, India not only raised its issues but raised the issues of other developing countries, Least Developed Countries (LDCs), poor &amp; vulnerable with sensitivity and fought bravely for their cause.

The minister informed that country's per capita emissions are 1/3rd as compared to the world.

The minister also highlighted how increasing the number of grids has made it easier the generation of electricity, procurement, and transmission. The country's capacity is surplus, although the production is neck to neck, he added.

The country needs more coal to increase power generation. Therefore, imposing production/mining limits on coal is unfair, he said.

He further said that the capacity of renewable energy will continue to increase. Presently there is immense investment potential in the energy sector, he said, adding that rising demand is a good trend.

PLI scheme has been introduced to increase the storage. This will reduce the prices. Whereas the cost of renewable energy may range from Rs 6.50 to Rs 7, which will be due to storage.

The power minister announced that if a renewable energy plant is set up anywhere in the country, then free transmission and cheap finance will be provided. This will reduce the hurdles of the states, he added.

He further said that green hydrogen is the new focus of the world. That's why the industry should invest in it. Adding to that Singh said he would soon announce more concessions and policy support to boost green hydrogen production in the country.

QR code on Medicines: Big news for pharmaceutical companies! The government will soon make QR code mandatory on the pack of 300 medicines. For this, preparations are being made by the Center to amend the Drugs Rules, 1945. The draft of the amendment has been issued on June 16, 2022.&nbsp;

Objections have been sought on the draft within 30 days. It is expected that the amendment can be implemented from May 1, 2023. Zee Business Ambrish Pandey's report.

According to Pandey, the government is going to make it mandatory for pharmaceutical companies to provide many essentials on a pack of 300 medicines. In this, the QR (Quick Response) code will be required on the pack. It has been said in the draft that if there is no space on the medicine strip, then it will be mandatory to print the information on the packet.

Restrictions will continue on the export of wheat and sugar, Department of Food &amp; Public Distribution Secretary Sudhanshu Pandey has said. He said that domestic markets are available for selling the wheat stock lying at ports.

The secretary said that there is no proposal to review the existing regulations.&nbsp;

The price of edible oil has come down by 8-10 per cent. Among other things, prices of wheat flour have also come down.&nbsp;

The price of sugar have remained stable.&nbsp; 
 
The Food &amp; Public Distribution Secretary said that wheat and flour prices have decreased. The prices in India are down significantly in comparison to the global prices.&nbsp;

Pandey also assured that the government's target of 20 per cent ethanol blending will be achieved in time.&nbsp;

The Ministry of Petroleum have recently revised the prices.&nbsp;

The government is increasing nutrition of rice at a cost lower than a toffee.&nbsp; &nbsp; 
 
- 90 lakh MT Fortified rice has been produced till now 
- PDS in phase, fortified rice will be made available in mid day meals as well.&nbsp; 
- In phase 2, the government intends to distribute it in 291&nbsp; 
- A pilot project on fortified rice was started 3 years ago&nbsp; 
-&nbsp; It was implemented in 11 states and went on for three years 
- This year 175 MT fortified rice was produced

- In the thirdphase, there is a target of producing 350 MT fortified rice by 2024. 
- Cost of fortification is 71 paise&nbsp; 
- fortification of rice, pulses, salt, wheat, milk and oil.

Restrictions will continue on the export of wheat and sugar, Department of Food &amp; Public Distribution Secretary Sudhanshu Pandey has said. He said that domestic markets are available for selling the wheat stock lying at ports.

ASCI guidelines on Gender Stereotypes: The self-regulatory body ASCI has issued a new guideline regarding advertisements on June 8, 2022. In this, it will be forbidden to show Gender Stereotypes beliefs. Along with this, jokes cannot be made about one's physical appearance or gender.&nbsp;

The Advertising Standards Council of India (ASCI) said that according to its rules, no ad can make fun of anyone on the basis of race, caste, creed, gender or nationality.

The action was taken by the ASCI after the recent alleged controversial ad by perfume company Layer's Shot. "Advertisements must not include gender stereotypes that are likely to cause harm or serious or widespread offence," the guideline said. 
The guidelines are:

1. While advertisements may feature people undertaking gender-stereotypical roles e.g., a woman cleaning the house or a man going to an office, or displaying gender stereotypical characteristics e.g., a man being assertive or a woman being sensitive to others' needs, they must not suggest that stereotypical roles or characteristics are: 
always uniquely associated with a particular gender; 
the only options available to a particular gender; or 
never carried out or displayed by another gender(s).

2. While advertisements may feature glamorous and attractive people, they must not suggest that an individual's happiness or emotional wellbeing depends on conforming to these idealised gender-stereotypical body shapes or physical features.

3. Advertisements should not mock people for not conforming to gender stereotypes, their sexual orientation or gender identity, including in a context that is intended to be humorous, hyperbolic or exaggerated.

4. Advertisements should not reinforce unrealistic and undesirable gender ideals or expectations.

5. An advertisement may not suggest that a person fails to achieve a task specifically because of their gender e.g., a man's inability to change nappies; or a woman's inability to park a car. In categories that usually target a particular gender, care must be taken to not depict condescension towards any other gender or show them as incapable of understanding the product or unable to make decisions. This does not prevent the advertisement from showing these stereotypes as a means to challenge them.

6. Where an advertisement features a person with a physique or physical characteristics that do not match an ideal stereotype associated with their gender, the advertisement should not imply that their physique or physical characteristics are a significant reason for them not being successful, for example in their romantic, social or professional lives.

7. Advertisements should not indulge in the sexual objectification of characters of any gender or depict people in a sexualised and objectified way for the purposes of titillating viewers. This would include the use of language or visual treatments in contexts wholly irrelevant to the product.

8. No gender should be encouraged to exert domination or authority over the other(s) by means of overt or implied threats, actual force or through the use of demeaning language or tone. Advertisements cannot provoke or trivialise violence (physical or emotional), unlawful or anti-social behaviour based on gender. Additionally, advertisements should not encourage or normalise voyeurism, eve-teasing, stalking, emotional or physical harassment or any similar offences. This does not prevent the advertisement from showing these depictions as a means to challenge them.

In the guidelines, it will be forbidden to show Gender Stereotypes beliefs. Along with this, jokes cannot be made about one's physical appearance or gender.&nbsp;

The power shortage could go up in Uttar Pradesh from Tuesday as the power plants in the state are likely to receive 30 per cent lesser coal. Despite an ultimatum from Centre via an advisory issued by the Ministry of Power pertaining to import of coal for blending puposes, the Uttar Pradesh Rajya Vidyut Utpadan Nigam has not issued a tender in relation to it neither has it taken any decision on it.&nbsp;&nbsp;

The ministry had in its advisory said that if states do not purchase 10 per cent foreign coal for blending purposes, then with effect from 7 June 2022, the states would get only 70 per cent of the allotment quota. If the states still do not buy it, then the states would get only 60 per cent of the allotment quota.&nbsp;

Aatmanirbhar Bharat: The Defence Acquisition Council (DAC) on Monday accorded Acceptance of Necessity (AoN) for Capital Acquisition Proposals of the Armed Forces amounting to Rs 76,390 crore. These proposals are under ‘Buy (Indian)’, ‘Buy &amp; Make (Indian)’ and ‘Buy (Indian-IDDM)’ categories,&nbsp; as per the official release said.

The meeting was headed by Raksha Mantri Shri Rajnath Singh on June 06, 2022.

"This will provide substantial boost to the Indian Defence Industry and reduce foreign spending significantly," the release further said.

For the Indian Army, the DAC accorded fresh AoNs for procurement of Rough Terrain Fork Lift Trucks (RTFLTs), Bridge Laying Tanks (BLTs), Wheeled Armoured Fighting Vehicles (Wh AFVs) with Anti-Tank Guided Missiles (ATGMs) and Weapon Locating Radars (WLRs) through domestic sources with emphasis on indigenous design and development, the defence ministry said.

According to the release, "For the Indian Navy, the DAC accorded AoN for procurement of Next Generation Corvettes (NGC) at an estimated cost of approx. Rs 36,000 crore. These NGCs will be versatile platforms for a variety of roles viz. surveillance missions, escort operations, deterrence, Surface Action Group (SAG) operations, Search &amp; Attack and Coastal Defence."

&nbsp;These NGCs would be constructed based on the new in-house design of the Indian Navy using the latest technology of ship building and would contribute to further the Government’s initiative of SAGAR (Security and Growth for all in the Region), it further said.

The DAC accorded AoNs for the manufacture of Dornier Aircrafts and Su-30 MKI aero-engines by the Navratna CPSE M/s Hindustan Aeronautics Limited with a focus on enhancing indigenisation, particularly in indigenising aero-engine material.

In pursuance of the Government’s vision for digital transformation in Defence, the ‘Digital Coast Guard’ project under the ‘Buy (Indian) Category has been approved by the DAC. Under this project, a pan India secure network for digitising of various surface and aviation operations, logistics, finance and HR processes in the Coast Guard will be established.
