New trade policy on the cards to boost exports; likely to be announced this month

India will get its indigenous vaccine for cervical cancer on Thursday. The vaccine is expected to make treatment easier for the patients. The vaccine will be launched by the Serum Institute of India (SII) and the Department of Biotechnology, Government of India on 1 September 2022.

The Drug Controller General of India (DCGI) had given market authorization for the vaccine on 12 July. &nbsp;&nbsp;

- This is India's first Quadrivalent Human Papillomavirus&nbsp;vaccine&nbsp;(qHPV) against&nbsp;cervical cancer.

- This&nbsp;vaccine&nbsp;will be manufactured by the&nbsp;Serum Institute of India&nbsp;(SII).

“For the first time there will be an Indian HPV vaccine to treat cervical cancer in women that is both affordable and accessible. We look forward to launching it later this year and we thank the #DCGI @MoHFW_INDIA for granting approval today,” CEO Adar Poonawalla said in a Tweet on 12 July.

India’s 1st indigenous cervical cancer vaccine to be launched today; Serum Institute to manufacture vaccine 

Vande Bharat, India's fastest train, reached the 180 kmph speed limit during a test run, Union Railway Minister Ashwani Vaishnaw said. The locomotive-less achieved this feat during the second phase of the trail run done on Kota-Nagda for a 225 km section.&nbsp;&nbsp;

"VandeBharat-2 speed trial started between Kota-Nagda section at 120/130/150 &amp; 180 Kmph," he wrote on Twitter and shared a clip from the train trial run.

Vande Bharat is designed to run at a speed of 200 kmph, provided the tracks and signals permit. It has 16 coaches. It can carry the same number of passengers who travel in a Shatabdi Express.

Vande Bharat has aerodynamically designed driver cabins at both ends. This cuts the time of loco reversal at origin and destination stations.&nbsp;

IRCTC digital data monetisation plan: The Parliamentary Committee on Information Technology has summoned the Indian Railway Catering and Tourism Corporation (IRCTC). The panel has asked the company officials to brief it about the data monetisation plan. The briefing will take place on Friday, August 26, at 5:15 pm.&nbsp;

The development comes amidst concerns over the security and privacy of passengers' data as the company plans to raise additional revenue of Rs 1000 crore from the monetisation of data assets.

According to a Zee Business channel report, IRCTC will show a presentation on data privacy and data security to the panel.&nbsp;

Zee Business Managing Editor Anil Singhvi said that the government should hold such meetings with private companies too. He said that IRCTC is a government company, but the government should also keep an eye on the rest of the companies that sell data.

IRCTC in a notification on August 18 had floated an e-tender for the appointment of a consultant for digital data monetisation. “IRCTC is a reservoir of a huge amount of digital data which opens several opportunities for monetisation,” the notification said.

IRCTC in its objective section of notification said that it has plans to leverage the data assets to increase revenue as well as improve customer experience. The company aims to generate Rs 1,000 crore from the monetisation of its data assets.

The last date for tender submission is August 29. Bidders will have to deposit an Earnest Money Deposit (EMD) of Rs 2 lakhs.&nbsp;&nbsp;

The company had said it wishes to engage a consulting firm to study, analyse and review all data related to public-facing and vendor applications, websites of all Indian Railways, PSUs &amp; other units to provide a road map, effective monetisation business strategies for monetisation of digital data.

New Wage Code:&nbsp;At a crucial meeting of the Union Labour Ministry on Monday, industry stakeholders agreed to implement the new Wage Code with 50 percent allowances in the salary. The stakeholders have also asked the government to issue clear guidelines regarding exemptions. At the same time, the stakeholders said that the list of exemptions should not be open-ended.

Apart from this, the stakeholders also requested the government to increase the gratuity provisions. Besides, the stakeholders have also sought a two-month time to implement the new rules from the date of the notification.

Other issues like the participation of women workforce also figured during yesterday's meeting. The government wants to increase the participation of women. It wants 50% of the total workforce to be women.

The industry stakeholders also submitted some recommendations related to EPFO ​​and ESIC to the government. They made a presentation on its preparedness for the implementation of the 4 labor laws in the meeting of the Ministry of Labor.

Amid rising cases of Covid-19 in Delhi, the city government has decided to make it mandatory for people to wear a face mask in public places to arrest the spread of the virus. Those found violating the rule will be liable to pay a fine of Rs 500.

The number of Covid containment zones stands at 259.

A bill to amend the Electricity Act to allow non-discriminatory open access to distribution networks of power suppliers was introduced in Lok Sabha on Monday amid protests by the opposition, which claimed that it seeks to take away certain rights of state governments, PTI reported.

Power Minister R K Singh introduced the Electricity (Amendment) Bill 2022 and urged Lok Sabha Speaker Om Birla to refer it to a parliamentary standing committee for wider consultations to address concerns raised by the opposition, the report said.

Opposing the introduction of the Bill, RSP member N K Premachandran, Congress members Manish Tewari and Adhir Ranjan Chowdhury, CPI(M)'s M A Arif, Trinamool member Saugata Roy and DMK leader T R Baalu said the draft legislation was against the federal structure of the Constitution, this report said.

Government has issued an advisory to airlines companies operating in India to not charge any additional amount for issuing boarding passes at the airport check-in counters. In the advisory issued on Thursday, the Ministry of Civil Aviation said that charging for boarding passes does not come under the purview of “tariffs” as per the rules prescribed under Rule 135 of Aircraft Rules, 1937.

“It has come to the notice of the Ministry of Civil Aviation that airlines are charging additional amount for issuing boarding passes from the passengers seeking check-in counters. Such additional amount is not in accordance with the instructions given in the aforesaid order or as per the extant provisions of Aircraft Rules, 1937,” the advisory said.

Union Minister for Aviation Jyotiraditya Sciandia also tweeted from his official Twitter handle informing about the move.

- The step is being taken in view of almost negligible noise produced in EVs while thay are moving at slow speed.&nbsp;

- This increases chances of accidents on the road.&nbsp;

- The specific sound produced by slow moving EVs will alert people walking on the road.&nbsp;

- The people walking on road will get aert after hearing this specific sound.&nbsp;

- Electric Vehicles moving at high speeds is capable of producing higher noice levels which could potentially alert the people on the road.&nbsp;

In another news,&nbsp;Union Minister Nitin Gadkari on Wednesday said more than 13 lakh electric vehicles have been registered in the country. This figure excludes the data of Andhra Pradesh, Madhya Pradesh, Telangana and Lakshadweep, the Road Transport and Highways minister said in a written reply to the Rajya Sabha.

Gadkari said under Faster Adoption and Manufacturing of Electric Vehicles (FAME) Phase-II scheme, 2,877 public EV charging stations have been sanctioned in 68 cities and 1,576 EV charging stations across 9 expressways and 16 highways.

"The number of electric vehicles in the country is 13,34,385 (excluding data of Andhra Pradesh, Madhya Pradesh, Telangana and Lakshadweep, which is not available in VAHAN 4) as on 14-07-2022 and a total of 2,826 public charging stations are operational in the country, as per the Bureau of Energy Efficiency," he said.

Gadkari said, according to the World Road Statistics (WRS) of the International Road Federation, Geneva, India recorded 1.5 lakh road accident fatalities in 2020, which was 26.37 per cent of total road accidents recorded in 207 countries.

Replying to a separate question, he said there are 27,25,87,170 registered vehicles in India, which is 13.24 per cent of total 2,05,81,09,486 vehicles registered in 207 countries.

Digi Yatra is proposed to be rolled out at two Airports namely Varanasi and Bengaluru in August 2022 and at five Airports namely Pune, Vijayawada, Kolkata, Delhi and Hyderabad by March next year. AAI will identify their airports where Digi Yatra would be implemented in a phased manner, a government release said.

"It is a project conceived to achieve contactless, seamless processing of passengers at Airports, based on Facial Recognition Technology (FRT). The project basically envisages that any traveller may pass through various check points at the airport through a paperless and contactless processing, using facial features to establish the identity which would be linked to the boarding pass," Union Minister of Civil Aviation Shri Jyotiraditya M. Scindia said.

A Consultative Committee meeting of Ministry of Civil Aviation was held today in the state capital. The meeting was chaired by Union Minister of Civil Aviation Shri Jyotiraditya M. Scindia.

Scindia said that the privacy issues have been taken care of in the system.

The DIGI YATRA will provide&nbsp;a decentralised mobile wallet-based identity management platform which is cost effective and addresses privacy/data protection issues in implementation of Digi Yatra, the release said.

After approval of the revised Digi Yatra guidelines, an AIC (Aeronautical Information Circular) has been published by DGCA on 18 April 2022.

Digi Yatra Foundation (DYF) has been set up as a joint venture (JV) company in &nbsp;2019 under Section 8 of the Companies Act, 2013 whose shareholders are AAI (26% shares) and BIAL, DIAL, GHIAL, MIAL and CIAL. These 5 shareholders equally hold the remaining 74% of the shares.

The Foundation was formed, with the objective of creating the Digi Yatra Central Ecosystem (DYCE). Digi Yatra Foundation will be a pan-India entity and the custodian of the Passenger ID validation process. It will also develop consensus amongst the Aviation Stakeholders in India. It would also define the criteria for compliance and guidelines for the local airport systems. The JV will conduct regular audits, of the various compliances and guidelines (including guidelines on security, image quality, data privacy) defined by the Digi Yatra guidelines for the local Airport Biometric Boarding Systems (BBS).

Come 15 August, there will be a digital processing of passengers at airports in Varanasi and Bengaluru. Thanks to the&nbsp;Digi Yatra project which will provide contactless, seamless processing of passengers at airports, based on Facial Recognition Technology (FRT)

The Project of Budget Hotel is in advanced stage at Kohima and has nearly completed already since the project had started earlier, whereas the project in Khajuraho is expected to be completed by year-end or January 2023.Construction continues in Kevadiya, Gujarat of budget hotels.

Besides, IRCTC plans to build budget hotels in Lucknow, Banaras, Ayodhya in Uttar Pradesh. Discussion over land continues with the government. IRCTC has given a few inputs.

IRCTC has also sent proposals for Bhopal, Ujjain in Madhya Pradesh.

IRCTC currently runs budget hotels under the name Ginger, RailYatri Niwas. These are leased properties. IRCTC plans to acquire or construct hotels in the near future.

The Delhi Pollution Control Committee (DPCC) has set up a control room for implementation of the ban on single-use plastic items, and will start shutting units violating it from Monday.

Delhi has geared up to take strict action against the use of single-use plastic.

Surprise inspections in different areas to be conducted, 48 teams have been made by the Delhi government respectively, to ensure the enforcement of the ban.

The control room regarding plastic will receive all complaints related to the violation of the SUP ban. Complaints related to plastic ban violations will be registered here.

Units found violating the rule will face strict action. The action will include Provision for imprisonment for five years or fine Up to 1 lakh.

The infringing entity will be shut down from Monday, punitive action to be taken.

The Union government had banned single-use plastic from July 1, 2022.

An awareness campaign was conducted till 10 July, the Delhi Government had decided to give a 10 days grace period to comply with single use plastic and Delhi government has decided to be lenient and focus on creating awareness against the use of such commodities and promote their alternatives inthe 10 days period.

The banned items are earbuds, plastic sticks for balloons, flags, candy sticks, ice-cream sticks, polystyrene (thermocol), plates, cups, glasses, forks, spoons, knives, straws, trays, wrapping or packaging films around sweets boxes, invitation cards, cigarette packets, plastic or PVC banners of less than 100 microns and stirrers.

Plastic carry bags of thickness less than 75 microns are also prohibited under the Plastic Waste Management Rules. Their thickness will have to be increased to 120 microns from December 31.

Plastic wrapping material less than 50 microns in thickness and plastic sachets used for selling and storing tobacco, pan masala and gutkha are also not allowed.

The Hydrocarbon Exploration and Licensing Policy (HELP) was promulgated on 30 March 2016. Since then, 7 rounds of Open Acreage Licensing Programme (OALP) have already been concluded and 134 Exploration &amp; Production blocks awarded comprising 2,07,691 sqkm area spread across 19 sedimentary basins.

In continuation of its zeal to accelerate of E&amp;P activities, the&nbsp;Government has now launched the OALP Bid Round-VIII, offering 10 blocks, for International Competitive Bidding on July 7,2022.

The bids can be submitted through a dedicated online e-bidding portal till September 6, 2022.&nbsp;

Successful award of Round-VIII Blocks would add a further 36,316 sq. km of Exploration Acreage and cumulative exploration acreage under OALP regime will be increased to 2,44,007 sq. km.&nbsp;

The 10 blocks under present bid round are spread across 9 Sedimentary Basins and include two Onland blocks, four shallow Water blocks, two Deep Water Blocks and two Ultra-Deep Water blocks.

It is expected that OALP Round VIII would generate immediate exploration work commitment of around USD 600-700 million.

It comes with attractive and liberal terms like reduced royalty rates, no Oil cess, no revenue share bidding for blocks in Category-II and III Basins, marketing and pricing freedom, round the year bidding, freedom to investors for carving out blocks of their interest, a single license to cover both conventional and unconventional hydrocarbon resources, exploration permission during the entire contract period, and an easy, transparent and swift bidding and awarding process.

The XIIIth Window for submission of Expression of Interest (EoI) is currently open till July 31, 2022.
