7th Pay Commission latest update: The Central Government employees may have to wait for a some more time as the government is not yet ready to announce Dearness Allowance (DA) in August, 2019. According to sources, the Central Government is mulling to announce the DA in September. The reason is that it will come then as a festival bonus for the central government employees. Currently, the central government DA is 12 per cent and the government employees are expecting 5 per cent DA hike from the central government.

Speaking on the reason for the delay in DA announcement from the Centre, Harishankar Tiwari, General Secretary at All India Audit and Accounts Committee said, "The DA announcement has been delayed so that it could be announced in the month of September. Since September is the beginning of the long festival season, I think if the DA is announced in September, it would like a festival bonanza to the central government employees. So, I think, this could be the possible reason for the delay in DA announcement by the Centre."

Tiwari had earlier said that the government would announce DA in August itself. Tiwari said that if the DA is announced in August, the employees and pensioners would get arrears of July month only while if the DA is announced in September, employees would get arrears of near three months. 

Being asked to give his calculation in the simplest manner Tiwari said, "If the DA is hiked by 5 per cent, at least Rs 900 hike in salary of the government employees is expected. So, if the DA is announced in September, government employees would get an additional salary of around Rs 2700 when their salary would be credited into their account on the last working day of September 2019." However, Tiwari maintained that those government employees who have got promotion, their basic salary has changed and this calculation won't be applicable to their arrears.

Tiwari gave the following rise in the monthly salary of various employees at various levels if the DA is increased by 5 per cent:

Level      Basic Salary      5% DA impact

Level 1 — Rs 18,000  — Rs 900

Level 2 — Rs 19,900 — Rs 995

Level 3 — Rs 21,700 — Rs 1085

Level 4 — Rs 25,500 — Rs 1275

Level 5 — Rs 29,200 — Rs Rs 1460

For further information to the readers, Centre reviews DA of the government employees after every six months. In January 2019, DA was announced and hence since July 2019 H2-2019 DA is eagerly awaited by the central government employees. But, the Centre  is yet to announce the H2-2019 DA.
