7th pay commission: Ahead of festival season, the central government has decided to provide monetary benefits to Army Ordnance Corp employees as per the 7th CPC recommendations. These Defence Civilians of Army Ordnance Corps (AOC) staff will get 40 days Productivity Linked Bonus (PLB) for the year 2018-19, and it will be paid to all eligible Group B Non Gazetted officers and Group C civilian employees of AOC with the ceiling of Rs 7000 (7000 x 40/30.4). Notably, the productivity linked bonus will also be paid to casual labourer at the assumed wages of Rs 1200 per month (1200 x 40/30.4), according to media reports.

According to the notification, "The PLB will be paid to all eligible Gp. ‘B’ (Non-Gazetted) Gp ‘C’ and GP ‘D’ civilian employees of AOC who are covered under PLB scheme for the accounting year 2018-19. The calculation ceiling of Rs.7000/- (7000X40/30.4) and other terms and conditions of the PLB Scheme will remain unchanged."

It further said, "The expenditure on this account will be debitable to Defence Service Estimates under respective Heads to which the pay and allowances of these employees are debited. The entire expenditure on the payment of PLB is to be met out of the sanctioned budget grant for the year 2019-20, without any additionality."

Earlier, the Union cabinet decided 78 days bonus for Railway Employees, while all Central government employees are expecting Ad-hoc Bonus announcement for the year 2018-19. Last year, the central government staff were extended 30 days ad hoc bonus with the emoluments ceiling of Rs 7000 (7000 x 30 / 30.4 = Rs 6908).

Meanwhile, all Central government employees and pensioners, including Defence and Railways, are waiting for the announcement of additional dearness allowance due from July 2019. As per the prevailing practice, DA announcement takes place in the month of March and September.

The DA hike is declared after Cabinet Committee gives approval in the first or second week of March and September. After that Finance Ministry issues a formal order for payment of dearness allowance to all eligible employees with arrears for two months.

These central government employees are waiting for another additional 5% Dearness Allowance due from July 2019. Reports coming in say that 90% of the formal procedures have been completed but the Cabinet Committee approval is being awaited. The Finance Ministry will then publish orders for payment of Dearness allowance with effect from 1st July 2019 with arrears.
