7th Pay Commission: Ahead of elections, state and Central government employees have intensified their protest related to pay hike issue. Most of these protests have been happening in northern states like Uttar Pradesh and Bihar. While many UP government employees have been demanding the restoration of the old pension scheme, now the state's doctors have upped their ante against the government's alleged discriminatory policy.

Over 16,000 government doctors have raised their voice against the non-payment of 'Non-Practising Allowance' recommended by the 7th pay commission. Their association Prantiya Chikitsa Seva Sangh (UP PMS) have penned a letter to the government in this regard.

What is the Non-Practising Allowance?
Dr Ashok Yadav, Director, PMS, said that doctors across the country is getting the NPA. However, the UP government has fixed the allowance at Rs 13,000 for state doctors since the implementation of the 7th CPC. He claimed that the doctors in the state work for longer hours and the partial payment of the NPA is an injustice to them. He said the state's doctors used to get the NPA at the rate of 25% under 6th pay commission.

Dues of up to Rs 27,000 every month? 
Under 7th CPC, the doctors should have been getting the NPA at the rate of 20%. So, if a doctor has a salary of Rs 2,00,000 per month, then he should have been getting Rs 40,000 Non-Practising Allowance per month. However, under the current payment method, he is getting only Rs 13,000, Rs 27,000 less than the eligible amount.

Assurance from the government
The association leaders have already met Chief Secretary Anup Chandra Pandey in this regard. The secretary has assured the association that their grievances will be resolved soon. The secretary also said he will ask the principal secretary of the medical and health department to look into the matter.

If the government accepts their demand and starts the payment of the NPA as per the recommendations of the 7th CPC, the salaries of the doctors may get increased by up to Rs 27,000 per month.
