With the delay in giving out the revised salaried to the employees as per 7th Pay Commission, the government has become a "villain" for them who failed to handle the financial situations.

First, the central government employees had to wait for over an year to get clearance for the approval of 7th CPC. Once it got cleared by Union Cabinet in June this year, now the government employees are battling to get higher arrears and allowances.

The goverment employees said that the government has "deliberatley" delayed the implementation of 7th Pay Commission.

Giving the reason behind the delay, the government said that demonetisation drive, state elections and the report by the committee was not ready, which led to delay of announcement of 7th CPC recommendations.

However, as per a report by The Sen Times, the real reason behind the delay was to "save money". The government employees alleged that with delaying the implementation of 7th CPC, the government has saved around Rs 40,000 crore.

The government employees' union leader said that Finance Minister Arun Jaitley had earlier promised that 7th CPC will be implemented after four months of the basic pay hike, however the government has failed to do so, the report said.

Moreover, the employees were of view that the allowance and higher arrears will be paid by the government from July 2016 but they received the allowances from July 2017. This has left the employees frustrated.
