The monetary liability of the railways is only restricted to Rs 100 per kg in cases where the amount of the luggage booked has not been stated in advance by the consignor and the prescribing percentage charge has not been paid.

However, if the consignor has paid percentage fees in addition to declaring the value of the consignment, he will be eligible to receive the claimed amount as long as it doesn't exceed the reported worth of the luggage at the time of booking.

The passenger can ask the luggage reservation office how to pay the percentage charge.
