The aviation minister will set out rules that will allow airlines to deplane unruly passengers.

Under the draft, before adding an individuals name in the no-fly list, the airline must consult the Directorate General of Civil Aviation.

Further, the aviation ministry plans to make identification mandatory for passengers while booking an domestic air ticket either through Aadhaar numbers or passport numbers.

This draft will be open for public comment for a month.
