With the reduction in the number of COVID-19 cases in the country, the central government has initiated the process of normalising attendance in the government offices. All officers of at the level of Under Secretary and above have been asked to attend offices on all working days.

An order issued by the Department of Personnel and Training on June 14, 2021, has instructed all government officials at the level of Under Secretary and above will have to attend offices on all working days. The order issued by the Personnel Ministry further stated that as for the government officials of the level below Under Secretaries, 50 per cent of such officials will have to attend offices on working days and remaining 50 per cent will have to work from home.

"Persons with Disabilities and Pregnant women employees shall continue to be exempted from attending office but are required to work from home till further orders," the order added.

The Personnel Ministry has come up with guidelines to regulate attendance in government offices "in view of the fact that number of COVID cases and positivity rate have reduced considerably".

The circular issued by the Department of Personnel and Training has also mentioned the staggered timings to be followed by the officers and staffs in the offices. The timings are as follows:

1) 9 AM to 5.30 PM

2) 9.30 AM to 6 PM

3) 10 AM to 6.30 PM

All officers and staffs attending the offices will have to ensure strict maintenance of COVID-19 protocol, that is, frequent washing of hands/sanitisation, wearing a mask/face cover, observing social distancing at all times and "any laxity in this regard shall be viewed seriously.

As per the order, "All officers/staff residing in the containment zone shall be exempted from coming to offices till the containment zone is denotified." The employees who are working from home must ensure that they should be available on telephones and other electronic mode of communication at all times.

The Personnel Ministry order has stated that as far as possible, meetings will be conducted on video-conferencing and personal meetings with visitors are to be avoided unless absolutely necessary in public interest.

According to the Union Ministry of Health and Family Welfare, as on June 16, 2021, India recorded 62,224 new COVID-19 cases over the last 24 hours.
