In Bihar, you can now apply for a learner's license through an online portal. The offline procedure has been discarded and applicants can book the slot by paying Rs 740. A date is allowed after the booking as per your convenience.

The applicant is required to take an online examination at the transport office. This exam will consist of 10 questions and applicants will get 10 minutes to answer the questions. To qualify for the test, an applicant needs to answer six out of 10 questions correctly. The certification arrives on the mail id of the applicant, which makes the certificate accessible from anywhere.  

Apart from this, some states have also made changes in the system of depositing fees for learning licenses. In Madhya Pradesh, if your license is from another city, but if you have an address proof of your current city, then you can get a permanent license.  

States like Uttar Pradesh, Bihar, West Bengal, Jharkhand, and Chhattisgarh have decided that they will now implement changes in rules like learning license and registration of vehicles. 

Due to the increasing number of driving license applicants, four more RTOs are being opened in Delhi. Delhi Transport Minister Kailash Gahlot said that 13 RTOs are working in Delhi so far, including driving license, international driving license, registration of vehicles and issuing operator's license, etc.
