According to a report by Zee Business, as the number of COVID-19 positive cases in the union territory continue to decrease and there has been a decline in the positivity rate, the Delhi government is discussing to initiate the unlocking process. If sources are to be believed then the unlock process will start from June 1, 2021, with limited restrictions. In the first phase of unlocking, it is expected that the government will allow the shops associated with construction and real estate sectors to open. For instance, the hardware shops are expected to reopen from the first unlocking phase. Also, the maintenance and repairing shops for AC, mobile and other commodities are expected to get the permission of reopening in the first phase of unlocking. The Delhi government is also considering the possibility of reopening the haircutting salons for a limited period of time and in maintenance with the COVID-19 protocol.

In the first unlocking phase, all the shops will not get the permission to open. Even the shops that will be permitted to open will be allowed to operate for a fixed time period and in maintenance with the COVID-19 protocols. However, the shopping malls, gyms, swimming pools will remain closed.

The continuous decline in the number of COVID-19 cases and positivity rate have given the Delhi government the idea that the first step towards unlocking should be taken.

Due to the surge in the number of COVID-19 cases in the national capital, lockdown was imposed in the union territory since April 19, 2021. On Sunday, Delhi Chief Minister Arvind Kejriwal said, "Now the wave is weakening visibly. We haven't won yet but we may be taking control of the wave. In 24 hours, the positivity rate is below 2.42 per cent. At one point we were reported 28000 cases daily. Now in 24 hours we have reported 1600 cases." As per the Delhi government, COVID-19 portal, on May 24, 2021, the union territory reported 1550 new COVID-19 cases.
