According to a report by news agency ANI, the Delhi cabinet has decided to implement the ONORC scheme in the national capital. The Supreme Court ordered that the implementation of the ONORC scheme has to be done across the country by July 31, 2021.

The ANI report states that the Delhi government informed that all the beneficiaries would get free ration in a phased manner through e-POS (Electronic Point of Sale) on biometric authentication at all fair price shops in Delhi.

It has to be noted that on July 14, 2021, the Centre had told the apex court of the country that the ONORC scheme aims at empowering all National Food Security Act (NFSA) migrant beneficiaries so that they can access the food grains from any fair price shop across the country. They can avail this service with the help of their existing ration card with biometric authentication. This plans to make the food security portable.

As per the ANI report, the Centre said in its affidavit, "All States/UTs have been advised through communications dated May 20, 2021 and May 25, 2021, to avail their requirements of foodgrains through the mentioned schemes, to provide foodgrains to those who are not covered under the NFSA including migrants/ stranded migrants, as per locally assessed requirements."

The affidavit was filed in relation to the case relating to the problems which were faced by the migrants during the COVID-19 lockdown as well as on the registration process of the unorganised workers so that they can avail the welfare benefits given under various government schemes.
