7th Pay commission: PM Modi has some good news for these central government employees

7th Pay commission: Central government employees have been waiting for a salary hike for a long time and they have been very patient. Centre too has been mulling the demands over and hope has been floating of some good news coming. A decision has now been taken that is positive for the staff, but it does not convey a pay hike as per 7th CPC beyond the recommendations of the report. The demand by staff is for a salary hike based on a fitment factor formula of 3.68 times rather than the lesser 2.57 times or even 3 times, which will see pay at the minimum levels hiked to Rs 26,000. Now, it emerges that PM Narendra Modi has stepped in and asked authorities to take some action that would benefit this particular segment of the staff.

So, even though a salary hike announcement is still in the offing, what PM Modi has ordered is that PSUs must speed up promotions for star performers and introduce sabbatical policy for these employees. It emerges that as a result of PM Modi order, Central PSUs may introduce such new norms and thereby boost their careers and ensure they do not suffer a burn-out either. This will apply especially to long-serving employees. To ensure there is a fast follow-up, the government is setting up a panel, which recommended a framework be prepared within three months. 

The recommendations will then be presented to prime minister Modi. Notably, PM Modi had imposed a 100-day deadline on central public sector enterprises (CPSEs) and ordered their chief to come out with a road map that would have 'measurable targets' to strengthen these companies. The ultimate goal is to promote development activities and improve the conditions of the public.

The panel so created will draw members from the human resources (directors) from BHEL, Oil India and NTPC, as well as others and they will then finalise recommendations on how to treat these employees. Quite some movement has already been made in this regard as these deliberations were presented at a CPSEs conclave held on April 9 that was headed by Prime Minister Modi. 

However, the first meeting of the Committee is still to be held. It is likely to be held on June 4 and will be chaired by Secretary, Department of Public Enterprises.

While this will bring some relief to these special employees, the rest of the central government employees will be wondering when exactly authorities will start deliberating on their demands for a salary hike by an amount greater than the one recommended by the 7th pay commission report.
