As the Budget Session of Parliament got underway on Wednesday, Prime Minister Narendra Modi said President Droupadi Murmu’s address to the joint sitting of Parliament clearly laid out the government’s vision for building a Viksit Bharat and captured the country’s shared aspiration for a strong, self-reliant India.
In a post on X, the prime minister said the president’s address holds a special place in parliamentary tradition as it outlines the policy direction that will shape the nation’s development in the months ahead. “The Budget Session of Parliament commenced today with Rashtrapati Ji's inspiring address to both Houses. In our parliamentary traditions, this address has a special importance, as it spells out the policy direction and collective resolve that will guide our nation's developmental journey in the coming months,” PM Modi said.
He added that the speech reflected India’s progress in recent years while offering a clear roadmap for the future. According to prime minister, the emphasis on a developed India, innovation and good governance stood out, along with continued focus on farmers, youth, the poor and marginalised sections.

“The address reaffirmed our collective commitment to further speed up the Reform Express,” he said, in his post. The Budget 2026–27 is set to be presented by Finance Minister Nirmala Sitharaman on February 1. It will be her ninth consecutive Budget and the third full Budget of the Modi 3.0 government.

The Budget Session formally began with Presient Murmu addressing a joint sitting of the Lok Sabha and Rajya Sabha in New Delhi, marking a key phase in the parliamentary calendar, with Finance Minister Nirmala Sitharaman scheduled to table the Economic Survey on January 29, followed by the Union Budget on February 1.
Opening her address, President Murmu reflected on India’s recent journey and described the past year as a memorable chapter which brought rapid development and vibrant cultural heritage. She described 2026 as a crucial year for India which will serve as the starting point of its quest to become a developed nation.
She observed that India has achieved important accomplishments during the first quarter-century of the new millennium which will remain as points of national celebration. The country has built a strong foundation for its future development through sectoral advancements which have occurred during the last ten years according to her statement.

The president also underlined the importance of remembering historical figures and movements that continue to shape India’s present and future. She referred to the 350th Shaheedi Diwas of Sri Guru Tegh Bahadur Ji and recalled nationwide tributes to Birsa Munda on his 150th birth anniversary. She said celebrations marking the 150th birth anniversary of Sardar Vallabhbhai Patel had reinforced the spirit of Ek Bharat Shreshtha Bharat, while commemorations for Bharat Ratna Bhupen Hazarika had brought people together through music and culture.
According to president, honouring such legacies inspires younger generations and strengthens the collective resolve to build a developed and inclusive India.

Ahead of the session, an all-party meeting chaired by Defence Minister Rajnath Singh was held on Tuesday to ensure smooth conduct of proceedings. Leaders from across parties shared their priorities and assured cooperation. The Congress said it would raise people-centric issues during the session, including concerns over alleged vote theft, the Special Intensive Revision of electoral rolls, paddy procurement and the revival of certain provisions under the Mahatma Gandhi National Rural Employment Guarantee Act.
