Intervening in the debate on the Constitution Amendment Bill for upper caste quota in the Lok Sabha, he also dismissed criticism that the proposed quota would violate the basic structure of the Constitution and referred to inclusion of the word "secular" in the Constitution during the emergency.

In a major decision, the Union Cabinet on Monday approved 10 percent reservation to the economically backward members of the upper castes in government jobs. The reservation benefits will be given to those belonging to the economically weaker upper castes and earning less than Rs 8 lakh per year, according to the decision taken by the Union Cabinet.
The government is likely to bring a constitutional amendment bill in Parliament on Tuesday, they said, adding that the quota will be over and above the existing 50 per cent reservation.
