In the 7th Pay Commission, the classification of house rent allowance has been done on the basis of the city the employee resides in. Based on their population, cities have been categorised as X, Y, and Z. HRA Class X cities is 24 per of basic salary.

2/14
HRA Class Y cities is 16 per of basic salary. HRA Class Z cities is 8 per of basic salary.

For someone staying in a remote area, home rent can be less, so the government has also set a minimum HRA limit. For Class X cities, it should not be less than Rs 5,400.

4/14
For Class Y cities, it should not be less than Rs 3,600. For Class Y cities, HRA should not be less than Rs 1,800. This calculation is based on a minimum basic salary of Rs 18,000.

5/14
A city with a population of 50 lakh or more falls under the X category. A city with a population between 5 lakh and 50 lakh falls under the Y category. A city with a population of less than 5 lakh falls under the Z category.

The new amount may depend on the basic pay decided and the dearness allowance (DA). Whatever percentage the pay commission decides, it will be multiplied by the fitment factor, which is a multiplier for revised pays and pensions.
