Indian Railways has clarified that Persons with Disabilities (PwDs) holding valid Unique Disability ID (UDID) cards are permitted to travel in unreserved coaches designated for Divyangjan in Mail and Express trains, including SLRD (Second Class Luggage-cum-Brake Van with Divyangjan compartment) and LSLRD coaches.
"Ensuring inclusive travel and greater accessibility, Indian Railways has clarified that Persons with Disabilities (PwDs) holding a valid Unique Disability ID (UDID) card will be permitted to travel in unreserved coaches earmarked for Divyangjan in Mail/Express trains," the Ministry of Railways said in an official statement.
According to the statement, the Indian Railways has clarified to all zonal railways that PwDs holding a valid UDID card issued by the Department of Empowerment of Persons with Disabilities (DEPwD), as well as those eligible for concessional fare facilities provided by Indian Railways, will be treated as bona fide passengers. However, travel will be allowed only if they possess valid tickets or authorised travel documents.
The Railways has also clarified the definition of 'bona fide passengers' for these specially reserved coaches. It includes UDID cardholders and passengers granted concessional fare benefits under railway rules.
Reiterating its commitment to inclusive travel and accessibility, Indian Railways said the provision aims to ensure that genuine beneficiaries are able to use the facilities without inconvenience or overcrowding.
At the same time, the Railways has taken a strict stance against unauthorised occupancy of Divyangjan coaches. It noted that instances of misuse by general passengers have been reported in the past, depriving eligible passengers of their rightful space.
Officials have been directed to enforce strict compliance, and any unauthorised passenger found travelling in these earmarked coaches will face punitive action under various provisions of the Railway Act, 1989.
"Railways has further stated that action against unauthorised passengers found travelling in these designated coaches shall be taken in accordance with the provisions of the Railway Act, 1989. This has been done to ensure that the intended beneficiaries are able to access and utilise the facilities without inconvenience," the ministry said.
Additionally, the Railways highlighted that the Divyangjan Card, also known as the E-Ticketing Photo Identity Card (EPICS), is a railway identity card issued to Persons with Disabilities (Divyangjan) to enable them to avail concessional travel benefits on train journeys. The card is issued on the basis of a valid disability or concession certificate, with the UDID card being accepted for certain categories of eligibility. Applications for issuance or renewal of the card can be submitted through the Indian Railways Divyangjan portal or the Central Government services portal.
All zonal railways have been instructed to ensure proper implementation of the directive and to strengthen monitoring mechanisms to protect reserved facilities for persons with disabilities. "All Zonal Railways have been advised to issue necessary instructions to concerned officials to ensure proper implementation of these provisions," the statement read.
