Authorities in Ghaziabad and Noida have announced a crackdown on legally expired vehicles starting November 1. Under the special drive, titled 'Operation Scrap', all end-of-life (EoL) vehicles--or passenger cars or others that have crossed their registration validity but continue to be in operation--will be seized and sent to scrappage facilities. The initiative aligns with the National Capital Region’s broader efforts to curb worsening air pollution.
What will happen and when under Operation Scrap?
Confirming the launch of Operation Scrap, Ghaziabad ARTO (Administration) Manoj Kumar Singh said strict enforcement measures will be in place starting November 1.
Transport department teams will patrol roads to detect and impound EoL vehicles.
The move follows a similar drive in Delhi, where, under the leadership of Rekha Gupta, the UT administration banned fuel sales to EoL vehicles from July 1.
In Delhi, diesel vehicles older than 10 years and petrol vehicles older than 15 years--already deregistered--are not allowed to ply on roads.

As part of the operation, challans will be issued to vehicles found violating the norms, followed by scrappage proceedings as per the standard operating procedures, said Singh.
If owners fail to clear their challans, the vehicles will be towed and sent to designated scrapping yards, he added.
Why is Operation Scrap being enforced in Ghaziabad and Noida?
Taking cues from Delhi’s anti-pollution efforts, the authorities in Ghaziabad and Noida are intensifying their push to reduce vehicular emissions.
Vehicle owners who wish to continue using their expired vehicles may apply for a No-Objection Certificate (NOC) to register them in one of the 34 districts in Uttar Pradesh where no such restrictions currently apply. Uttar Pradesh has 75 districts, grouped into 18 administrative divisions.
These steps are expected to enhance road safety, protect the environment, and promote a greener, cleaner transport ecosystem in the region, added Singh.
