The Telecom Regulatory Authority of India (TRAI) has issued a detailed response to the Department of Telecommunications (DoT) on the method of allocating spectrum for Public Mobile Radio Trunking Service (PMRTS). The reply comes after the DoT sought clarifications on TRAI’s 2018 recommendations, the Ministry of Communications said in a statement on Tuesday, September 30.
The DoT first approached TRAI in July 2017 under Section 11(1)(a) of the TRAI Act, 1997, requesting advice on how spectrum for PMRTS should be allocated. The DoT had specifically asked TRAI to examine the feasibility of auctions as a transparent method, along with associated terms such as reserve prices.
After consulting stakeholders, TRAI had submitted its recommendations back in July 2018, calling for spectrum to be allocated through auctions as the most fair and transparent route, consistent with government policy. Seven years later, on July 21, 2025, the Department of Telecommunications (DoT) wrote back to TRAI, asking it to revisit those suggestions after a fresh review by the government flagged a few points for reconsideration.
TRAI has since examined the DoT's observations and finalised its response. The regulator noted that the reply to the back-reference has been placed on its website for public access.
PMRTS is a niche service used mainly by organisations requiring instant communication within defined groups, such as utilities, transport services, logistics operators and emergency responders. Allocation of spectrum for PMRTS has long been a policy consideration, as the service is distinct from commercial mobile services but essential for sectors dependent on reliable trunked radio systems.
Transparency in allocation is key to building trust, preventing disputes and staying aligned with global practices in spectrum management.
The Ministry of Communications said TRAI's latest response will enable the DoT to take a final decision on spectrum allocation for PMRTS. Any changes in approach, particularly if auctions are confirmed, are expected to provide clarity for existing licensees and new entrants.
