Parliament Budget Session Day 3: Amit Shah to move Tribhuvan Sahkari University Bill in Lok Sabha, Rajya Sabha to discuss Railways
Both Houses of Parliament have outlined their agenda for Wednesday, with the Union Home Minister set to introduce a Bill in the Lok Sabha to establish the “Tribhuvan” Sahkari University, while the Rajya Sabha will hold discussions on the functioning of the Ministry of Railways.

Parliament Budget Session Day 3: Both Lok Sabha and Rajya Sabha are set to resume proceedings on Wednesday at 11 am, marking day 3 of the second half of the Budget Session 2025. Several key bills and reports are slated for discussion in both Houses.
In Lok Sabha, three significant bills will be taken up for consideration and passing:
1. Oilfields (Regulation and Development) Amendment Bill, 2024– To be moved by Union Minister Hardeep Singh Puri, this bill seeks to amend the Oilfields (Regulation and Development) Act, 1948, enhancing the regulatory framework for oilfield operations in India.
2. Carriage of Goods by Sea Bill, 2024 – Introduced by Union Minister Sarbananda Sonowal, this legislation aims to define the responsibilities, liabilities, rights, and immunities of carriers engaged in maritime trade.
3. Tribhuvan Sahkari University Bill, 2025 – To be moved by Home Minister Amit Shah, the bill proposes establishing the Tribhuvan Sahkari University, which will focus on technical and management education in the cooperative sector. The institution aims to promote cooperative research and development under the government's Sahkar Se Samriddhi initiative.

Rajya Sabha agenda for today
In the Rajya Sabha, discussions on the working of the Ministry of Railways are scheduled, with Minister Samik Bhattacharya set to initiate the debate.
On Wednesday, Parliament passed the Railways (Amendment) Bill, 2024, following its approval by the Rajya Sabha. The bill, which seeks to amend the Railways Act, 1989, aims to strengthen the powers of the Railways Board and improve the functioning and autonomy of the body. The Lok Sabha had already cleared the bill last year.
Additionally, various standing committees will present their reports in both Houses, while several ministers will table documents related to their respective ministries.

Immigration and Foreigners Bill introduced in Lok Sabha
On Tuesday, the Lok Sabha functioned largely without disruption in the early hours, despite intermittent clashes between the Opposition and the treasury benches. The Immigration and Foreigners Bill, 2025, was introduced in the House and will be taken up for discussion later. Congress MP Gaurav Gogoi targeted Prime Minister Narendra Modi, accusing him of mishandling the crisis in Manipur and not visiting the state since violence erupted in 2023.
In the Rajya Sabha, the session on Tuesday began amid protests, with Deputy Chairman Harivansh Narayan rejecting multiple Opposition notices under Rule 267. Of the 21 notices filed, 18 were related to concerns over alleged duplicate voter IDs, moved by MPs from the Trinamool Congress, Congress, BJD, and AAP. The House witnessed disruptions and was briefly adjourned.
