In a move aimed at easing business operations, the Maharashtra government has allowed shops, restaurants, malls, theatres, and entertainment venues to remain open around the clock. The state labour department issued a circular on Wednesday to clarify provisions of the Maharashtra Shops and Establishments (Regulation of Employment and Conditions of Service) Act, 2017, ensuring consistent interpretation across the state.
The circular applies to all establishments except those selling liquor, such as liquor shops, bars, and hookah lounges. Officials said the step comes after complaints from businesses that were denied permission to operate late hours by local authorities, despite the legal mandate for 24-hour operations.
Idzes Kundan, Principal Secretary of the labour department, explained that the circular was necessary to remove confusion. “Section 2 (2) of the act already defines a day as 24 hours beginning at midnight. Complaints arose because liquor-selling outlets had restrictions, and businesses had to seek special permissions. This circular ensures clarity for all other establishments,” Kundan said.
