Amidst the festive cheer of Diwali, the tradition of bursting crackers continues to raise concerns, as it adds to severe air pollution and several other factors due to which the air quality has deteriorated, leading the Commission for Air Quality Management (CAQM) to enforce the Stage Graded Response Action Plan (GRAP-1) in Delhi-NCR .

With the Air Quality Index (AQI) recorded on October 14, 2025 is dipping to 211, categorized as "poor" air quality, the authorities have announced measures to reduce pollution by taking some bold steps. Under GRAP-1, dust control measures such as anti-smog guns will be implemented in Delhi-NCR and dust control measures will be required at all construction and demolition sites, these strict dust control protocol is for minimising air pollution.

Action plan to tackle air pollution

To prevent further deterioration of air quality, all agencies in the Delhi -NCR, GRAP will closely monitor and review under Stage 1 measures of the GRAP. This includes:

  • Strict enforcement of dust control measures
  • Close monitoring of air quality
  • Reviewing the situation in regular intervals

Apart from rules implemented on agencies, citizens are also urged to cooperate by following the guidelines outlined in the GRAP Stage 1. The burning garbage in open area, leaves, and other waste materials will be prohibited and citizens are requested to strictly adhere the instructions.

A special sub-committee will keep a close watch on air quality levels and make further decisions based on forecasts and actual conditions.

Key restrictions under GRAP 1

  • Projects larger than 500 square meters will be required to adhere to an approved dust management plan.
  • Open burning of garbage, leaves, and other waste materials will be strictly prohibited.
  • Roadside food stalls and commercial kitchens will be prohibited from using coal or wood fuel.
  • Hotels, restaurants, and outdoor dining establishments will only use electricity, gas, or other clean fuels.
  • The use of diesel generators has been restricted, and will only be permitted in essential or emergency situations.
  • Vehicles that cause pollution may be fined or impounded.
  • For traffic control, traffic police have been deployed at major intersections, and drivers will be instructed to turn off their engines at red lights.
  • Diesel vehicles older than 10 years and petrol vehicles older than 15 years will be banned in Delhi NCR.
