H-1B visa holders have the largest economic impact among immigrants in the United States. On average, an H-1B worker increases GDP by $500,000 over 30 years while reducing the national debt by $2.3 million, according to a study by Daniel Di Martino, a senior fellow at the Manhattan Institute.
The study, titled “The Fiscal Impact of Immigration (2025 Update),” found that an average Indian immigrant reduces the US national debt by more than $1.6 million over 30 years and contributes more to GDP than immigrants from any other country.
Martino described South Asian immigrants, particularly Indians, as the “most fiscally positive group.” He also cautioned that eliminating the H-1B visa program could raise the US debt by $185 billion over the next decade and reduce economic output by $26 billion. The study recommends replacing the H-1B lottery system with a wage-based visa program.

On the other hand, the White House vowed to fight lawsuits against its new H-1B visa rules. “The president’s main priority has always been to put American workers first. The administration will fight these lawsuits in court. We know for far too long, the H-1B visa system has been spammed with fraud, and that's driven down American wages. So, the president wants to refine this system, which is part of the reason he implemented these new policies,” said Press Secretary Karoline Leavitt.
Last Thursday, the US Chamber of Commerce filed a lawsuit against the Trump administration in the US District Court for the District of Columbia, challenging the US president’s newly announced $100,000 fee on H-1B visa petitions. The Chamber argued that the fee violates the Immigration and Nationality Act (INA) and would place an excessive financial burden on businesses that rely on the H-1B program to hire skilled foreign workers, the Federation for American Immigration Reform (FAIR) reported.
The Department of Homeland Security had also issued guidance on the $100,000 H-1B visa application fee. Workers transitioning to H-1B status from other visa categories, such as F-1 student visas, are exempt. The fee applies only to new visa petitions filed by individuals outside the United States who do not already hold a valid H-1B visa.

The study revealed that South Asians, particularly Indians, and Western Europeans make the most significant contributions to the US economy. By contrast, Latin American immigrants, mainly from Mexico and Central America, have a smaller fiscal impact, while South American and Caribbean immigrants have effects similar to Southeast Asians like Filipinos.
Removing per-country caps on employment-based green cards could give more green cards to Indian immigrants but delay approvals for others from two years to 30 years. According to the study, such a change could increase the national debt by over $1.1 trillion over 30 years, shrink the economy by 0.7 per cent, and raise the debt-to-GDP ratio by 2.4 per cent.
