The National Investment and Infrastructure Fund (NIIF) is India's sovereign-anchored investment fund, managed by National Investment and Infrastructure Fund Limited (NIIFL). The Government of India holds a 49 per cent stake in NIIF.
At present, NIIF manages capital commitments of around Rs 40,000 crore across its various funds and investment strategies. The fund has also returned nearly Rs 12,000 crore to investors through portfolio exits, reflecting its investment track record.
<h2>Backed by global institutional investors</h2>
NIIF has raised capital from several global and domestic institutional investors, including sovereign wealth funds, pension funds, multilateral development banks and Indian financial institutions.
Its investors include the Abu Dhabi Investment Authority, AustralianSuper, CPP Investments, Ontario Teachers' Pension Plan, PSP Investments, Temasek, Asian Infrastructure Investment Bank, New Development Bank, Asian Development Bank, Japan Bank for International Cooperation, U.S. International Development Finance Corporation, Axis Bank, HDFC Group, ICICI Bank, Kotak Mahindra Life Insurance and State Bank of India.
According to the government, participation from investors across Australia, Canada, Japan, Singapore, the United Arab Emirates and the United States reflects confidence in India's long-term growth prospects and NIIF's governance framework.
<h2>Where does NIIF invest?</h2>
NIIF currently operates four investment strategies covering infrastructure, private markets, growth equity and climate investments through the India-Japan Fund.
Its first infrastructure fund, with a corpus of Rs 16,000 crore, has invested in sectors including roads, ports and logistics, airports, renewable energy, power transmission, smart meters and digital infrastructure.
Its other funds have invested in areas such as affordable housing, affordable healthcare, manufacturing, financial services, technology, climate initiatives and venture capital.
Overall, NIIF-backed investments span transportation, energy transition, digital infrastructure, electric mobility, manufacturing and healthcare across multiple states and Union Territories. The investments are aligned with national initiatives such as PM Gati Shakti, Digital India, Make in India, FAME and PM E-DRIVE.
<h2>How will the additional Rs 30,000 crore be used?</h2>
The government said the fresh allocation will primarily support the launch of NIIF Infrastructure Fund II, which will succeed its flagship infrastructure fund.
The proposed fund is expected to have a target corpus of around Rs 30,000 crore and will invest in sectors such as transportation, energy, digital infrastructure, urban infrastructure and electric mobility.
Part of the allocation will also support NIIF's new investment strategies as well as successor bilateral and other strategic funds.
According to the Finance Ministry, the additional government commitment is expected to attract more private and institutional investment into infrastructure projects across the country.
