Lok Sabha Election 2019 Date Declared: Check phase-wise date schedule of all states

<p><strong>BSNL strike: </strong>All India Unions and Associations of Bharat Sanchar Nigam Limited (AUAB) have called a three-day strike starting today, demanding, amongst other things, allotment of 4G spectrum to the state-owned telco and wage revision for the workforce. The main demands of the unions and association include benefits to executives under the 3rd Pay Revision Committee (PRC) with 15 per cent fitment and to non-executives as per the 8th wage negotiations with effect from January 2017, allotment of 4G spectrum to BSNL, revision of pension for BSNL retirees with effect from January 2017 and delinking of same with pay revision for PRC implementation, amongst others.</p>

<p>BSNL management has appealed to employees not to resort to any agitational program at this critical juncture when the organisation is engaged in sincere and serious efforts to protect and enhance its market- share, and when any disruption in services can only adversely impact the interests of BSNL and its customers, employees and other stakeholders, said a statement by Communications Ministry.</p>

<p>Meanwhile, the government on Sunday said "positive steps" are being taken by the telecom department on demands raised by unions and associations of BSNL, and the issue of allotment of 4G spectrum to the telecom PSU is being referred to the sector regulator for views. At the same time, a comprehensive proposal for revival of BSNL has been prepared, which will be taken up for consideration by competent authorities very soon, the Ministry of Communications said in a statement.</p>

<p>Government wishes to re-emphasize that it will continue to engage with the BSNL management and representatives of the unions and associations of BSNL, to support their reasonable demands, and to guide the organisation towards a revival,? the statement said.</p>

<p>It added: Government also hopes that BSNL employees and officers will not jeopardize the interests of their organization by going on strike at a time when it is in their own interest to protect their customer-base and revenue by providing uninterrupted, high-quality services?.</p>

<p>The Department of Telecommunications (DoT) and BSNL management have been engaged in discussions with representatives of AUAB on ways to address various demands that have been raised. DoT has been emphasising that the government recognises the inherent strength and strategic position of BSNL in the telecom sector in the country.</p>

<p>All efforts are being made, and will continue to be made, to make BSNL robust and financially viable, it said. DoT asserted that positive steps are being taken in respect of each of the demands raised by the unions. In fact, for allotment of 4G spectrum, pursuant to decision taken in Digital Communications Commission (DCC) meeting held on 05.02.2019, the issue of spectrum allotment for providing 4G services to BSNL is being referred to TRAI (Telcom Regulatory Authority of India) to recommend on the issue of administrative allocation, quantum, price and appropriate frequency band,? the statement said promising that further action will be taken once TRAI's views are received.</p>

BSNL strike: Central government employees protest for pay revision, get this response

<p>7th Pay Commission: Months ahead of Lok Sabha elections 2019, the Central government is leaving no stone unturned to keep its employees happy. First, the Centre extended the 7th Pay Commission benefits to academicians and then made changes in the National Pension System to appease the protesting state and central government employees. However, it appears that the trouble is not over for the Narendra Modi government. Now the BSNL and MTNL employees, who have been vulnerable time and again for their demands including pay revision, has again staged protest against the government. The Madhya Pradesh circle of the union has decided to observe a three-day strike going ahead.</p>


7th Pay Commission: These central government employees protest, demand pension revision

<p>The Centre has&nbsp;increased the over 27-year-old monetary limit on disclosure of investment in shares and mutual funds by employees to six months of their basic pay, according to an order issued by the Personnel Ministry.&nbsp;According to the 1992 rules, Group 'A' and 'B' officers were to disclose such details if the total transaction in shares, securities, debentures or mutual fund schemes etc. exceeded Rs 50,000 during the calendar year. The upper limit was Rs 25,000 for those working in Group 'C' and 'D'. The government has now decided that all government employees need to send an intimation if total transactions in shares, securities, debentures, mutual funds scheme and the like exceed six months' basic pay during the calendar year, the ministry said in the order issued to secretaries of all Central government departments on Thursday.</p>

<p>"With a view to enable the administrative authorities to keep a watch over such transaction", the government has also come out with a proforma for the employees to share these details. These details need to be submitted by January 31 of the subsequent calender year in the proforma, it said. Service rules say no government servant shall speculate in any stock, share or other investment.&nbsp;</p>

<p>It has also been explained in the service rules that frequent purchase or sale or both, of share, securities or other investments shall be deemed to be speculation. "But, the occasional investments made through stock brokers or other persons duly authorized and licensed or who have obtained a certificate of registration under the relevant laws are allowed in this rule," the Personnel Ministry said.&nbsp;</p>

<p>The move to revise the monetary limit may have been necessitated after government employees' salary hike following the recommendation of seventh central pay commission, officials said. The latest disclosure will be in addition to the one already need to be filled by the employees under the Central Civil Services or CCS (Conduct) Rules, 1964, the government clarified.</p>

<p>"It is also clarified that since shares, securities, debentures, etc. Are treated as movable property for the purpose of rule 18(3) of CCS(Conduct) Rules, 1964, if an individual transaction exceeds the amount prescribed in it, the intimation to the prescribed authority would still be necessary," the directive said.</p>

<p>Budget 2019: Union Finance Minister Piyush Goyal will on February 1 present Narendra Modi government's sixth and final Budget, which will be an interim one, keeping up with established tradition. The Budget will seek Parliament's nod for spending for four months till a new government is sworn-in. Official sources said the Budget documents will contain revenue and expenditure projections for the entire 2019-20 fiscal year beginning April 1, but a 'Vote on Account' will seek Parliament nod for the expenditure side.&nbsp;While it is widely expected that the interim budget may contain tax sops and a certain package for the farm sector, there will be no Economic Survey detailing the state of the economy. The new government, elected after general elections due by May, is expected to present a full budget in July along with the Economic Survey.<br />
With the ruling BJP looking to regain grounds lost in the recent assembly elections, it was speculated that the budget presentation on February 1 will be just like a full-fledged one with sops and announcements to woo voters.</p>

<p>The Lok Sabha website, however, in its Provisional Calendar referred to the event as an Interim Budget. The Finance Ministry also denied having instructed its staff to refer to the upcoming Budget on February 1 as a 'General Budget'. Confusion was created after the commerce ministry on Wednesday in a whatsapp message to media said: "do not refer Budget 2019-20 as interim Budget, it is officially referred as general Budget 2019-20".</p>

<p>However, the Finance Ministry later clarified that the Budget will be called interim Budget 2019-20. There were confusion in political circle that the government may deviate from the practice of presenting interim Budget and come up with full Budget ahead of the general elections. To this principal, opposition party Congress had said it will strongly oppose, both inside and outside Parliament, the presentation of a "full budget" by the BJP-led NDA government as it has "no electoral legitimacy" and the step will go against set precedents and Parliamentary traditions.</p>

<p>Adding to the speculations was the statement by Arun Jaitley from New York, days before he temporarily gave up the charge of Finance Minister to Goyal to undergo treatment.&nbsp;</p>

<p>In his address to an award function by CNBC TV18 through a video link, he had stated that: "Convention has always been that election year Budget is an interim Budget. The larger interest of the nation dictates what will be a part of the interim budget".</p>

<p>He suggested that issues confronting the farm sector will constitute one such challenge.</p>

<p>Last week, Railway Minister Goyal was given additional charge of the Finance Ministry.</p>

<p>As per practice, a Vote-on-Account or approval for essential government spending for a limited period is taken in an election year and a full-fledged budget presented by the new government. While P Chidambaram had presented the previous UPA government's Vote-on-Account in February 2014, Jaitley presented a full budget in July that year.</p>

<p>Last year, Narendra Modi-led government scrapped a colonial-era tradition of presenting the Budget at the end of February and it is now presented on February 1, so as to allow Parliamentary approvals to be completed before the start of the next financial year.&nbsp;&nbsp;</p>

<p><strong>EPFO investment in stock market rules change 2019:</strong> In the New Year, the subscribers of the retirement fund body EPFO may get an option to invest more of their savings in the equity market, besides a host of other social security benefits and digital tools to manage their funds. At present, the Employees' Provident Fund Organisation (EPFO) invests up to 15 per cent of its investible deposits into the exchange traded funds (ETFs) and so far such investments total about Rs 55,000 crore. However, the ETF investments do not reflect in members' account and they do not have an option to increase the proportion of their retirement savings to be invested into stocks.&nbsp;</p>

<p><strong>New Software</strong></p>

<p>The EEFO is now developing a software that would help show retirement savings in cash and ETFs components separately. At present, the account only shows the savings as gross cash component. Once the cash and ETF components are shown separately in the EPF accounts, the next big leap for the EPFO would be to give an option to subscribers to increase or decrease investments in stocks.&nbsp;</p>

<p>Earlier this year, the EPFO's apex decision-making body, the Central Board of Trustees (CBT), had suggested exploring the possibility of giving such options.<br />
Labour Minister Santosh Gangwar who is also Chairman of the CBT told PTI, "By introducing numerous digital tools, the service levels for workers as well as employers have been eased a lot."&nbsp;</p>

<p>"By way of supplementing the employer's share of contribution at the rate of 12 per cent, a good number of approximately 90 lakh new employees are extended the benefit of social security net through the EPFO," he said. Under Pradhan Mantri Rojgar Protsahan Yojana (PMRPY), the Government of India is now paying full employer's contribution (EPF and EPS both) with effect from April 1, 2018 for a period of three years to the new employees as well as to the existing beneficiaries for their remaining period of three years.</p>

<p>In 2018, a pensioners' portal was also launched through which all EPFO pensioners can get details of pension-related information.</p>

<p>The EPFO presently covers 190 industries (mentioned in the schedule 1 of the EPF Act) with over 20 crore accounts in over 11.3 lakh covered establishments.&nbsp;<br />
For the EPFO's 63.2 lakh pensioners, 55.3 lakh Jeevan Praman have been received as on October 29, 2018 and 49.4 lakh have been approved.</p>

Even as the demand for revision of pay hike recommended by the 7th Pay Commission remains in limbo for thousands of Indian Railways staff, here's a good news for some of them who have not been given special benefits for several decades. They were denied a special status by the British 87 years ago for helping freedom fighters. However, now the ticket checkers of Indian Railways could finally get back the position of railways' 'running staff' if a committee formed by the government gives its approval.</p>

<p>The 'running staff' on a train include loco drivers, assistant loco drivers, guards, brakesman and others who help in movement of a train are called the 'running staff' and get a host of benefits -- from higher allowances to air-conditioned resting rooms.</p>

<p>Ticket checkers also held this special status but was stripped of it in 1931 on charges of helping freedom fighters by providing them seats in trains and transporting their consignments from one destination to the other, an official said. In an order issued recently, the railway ministry has formed a committee of three members with a mandate to decide on the issue within the next three months.&nbsp;</p>

<p>As 'running staff', drivers and guards on trains get a whole lot of benefits. Their salaries are higher by 30 per cent from the ticket checking staff, they only work in 10 hour shifts and get relieved by a reliever if the train is delayed.</p>

<p>The 'running staff' also gets a higher daily allowance, while the ticket checking staff get a paltry Rs 400-Rs 500 as daily allowance. Their pensions are also lower by at least Rs 5,000-Rs 6,000 as compared to the 'running staff'. They also get air-conditioned running rooms to rest, cooks and even callmen to wake them up on time, officials said.</p>

<p>He said that after Partition in 1947, ticket checkers were given the status of running staff by Pakistan in 1962 and in 2004 Bangladesh accorded them the benefits. In September this year, about 100 parliamentarians, including Union Road Transport and Highways Minister Nitin Gadkari, have written letters to Railways Minister Piyush Goyal for the restoration of their running staff status.</p>

<p>Surat, the diamond processing and trading hub in Gujarat, would be the world's fastest growing city in the 2019-35 period, says a global economic research report. The report prepared by Oxford Economics, which is engaged in global forecasting and quantitative analysis, has said all the top 10 fastest-growing cities in the world in 2019-35 will be from India.</p>

<p>Besides Surat, the other nine cities are Agra, Bengaluru Hyderabad, Nagpur, Tiruppur, Rajkot, Tiruchirappalli, Chennai and Vijayawada. The GDP of Surat will see an average growth rate of 9.2 per cent over the 2019-35 period. According to the report, as many as 17 of 20 fastest-growing cities in the World between 2019 and 2035 will be from India.</p>

<p>The report on future of global cities said for the first time in 2027 the aggregate GDP of all Asian cities will exceed the combined GDP of all North American and European cities. "When future GDP growth rates are compared, the story is mostly very different.</p>

<p>"In particular, 17 of the 20 fastest-growing cities in the world between 2019 and 2035 will be Indian, with Bengaluru (Bangalore), Hyderabad, and Chennai among the strongest performers," said the report.</p>

<p>It also noted that outside of India, Phnom Penh is the fastest-growing city in the forecast, with Dar es Salaam the leader among the African cities. The report is authored by eminent economist Richard Holt.&nbsp;</p>

<p>Within Asia, the largest contribution to growth will come from Chinese cities, the report said, adding that in contrast, Indian cities remain small in GDP terms. "While their economies will grow fast, and in some cases their populations are huge, their overall output levels do not begin to compare with those of Chinese cities??either today or in 2035," it observed.</p>

<p>According to report, New York will still be the largest urban economy in the world in 2035 with the largest finance &amp; business services sector. It will be followed by Tokyo and Los Angeles, with Shanghai now tied with London for the fourth place. Paris will slip in our GDP rankings, it added.</p>

<p>Indonesia's capital Jakarta will enter the top league of industrial cities, rising to eighth in the 2035 industrial output ranking.&nbsp;</p>

<p>By then it will also boast the world's largest urban population at 38 million??nudging ahead of Tokyo, which nonetheless remains at the top of our industrial output table, the report noted. Fellow Japanese cities Osaka-Kyoto and Nagoya will, however, make way for the Chinese cities of Chongqing, Shenzhen and Tianjin, with Houston the fifth largest industrial city in 2035.&nbsp;</p>

<p>Prime Minister Narendra Modi-led government is planning to work at the micro-level in each district, which will help in boosting the country's overall GDP, Union commerce minister Suresh Prabhu said Thursday.&nbsp;</p>

<p>Speaking at an Assocham event in Panaji, Prabhu said the aim is to increase the gross domestic produce (GDP) of each district in the country, which will cumulatively contribute for the GDP growth of the nation."We are mapping each and every district to increase GDP of that region by 3-4 per cent," the minister said while addressing the conference on 'Strengthening MSME Ecosystem in Food Processing', adding agencies like Nabard are working with the government on this project very closely.</p>

<p>Prabhu said the government has already identified six districts in five different states - Muzaffarpur in Bihar, Varanasi in Uttar Pradesh, Vishakhapatnam in Andhra Pradesh, a district in Himachal Pradesh and two districts of Ratnagiri and Sindhudurg in Maharashtra - to be taken up in the first phase of the project.</p>

<p>"The National Council of Applied Economic Research has already done baseline study of both the districts in Maharahstra," he said.</p>

<p>The minister said that the government is also working on an initiative to improve the ease of doing business in each district.<br />
"Ease of doing business has improved considerably and we will try to improve it further," he said, adding, "We want to work on ease of doing business in every district of India."</p>

<p>Prabhu said he has written to all the chief ministers on the same, and most of them have responded positively.</p>

<p>The Union minister said that with the initiatives to increase the GDP and promote ease of doing business, the country will witness economic transformation.&nbsp;</p>

<p><strong>National Pension System </strong>&nbsp;(NPS)-based New Pension Scheme has been a bone of contention between government and its employees for years in many parts of the country. Even as the controversy continues to brew, the Government of Delhi-led by Chief Minister Arvind Kejriwal has promised to pass a resolution to restore the Old Pension Scheme (OPS). Not just this, he will also urge other states West Bengal, Kerala, Andhra Pradesh and Karnataka where non-BJP parties are ruling to restore OPS.&nbsp;</p>

<p>Delhi Chief Minister Arvind Kejriwal announced today that OPS will be restored by his government and he will write to his counterparts in other states to follow suit. He further said that a resolution to restore the old pension scheme in the city will be passed in a special session of the Legislative Assembly.&nbsp;</p>

<p>"It will then be sent to the Centre for approval. I will fight with the Centre to get it implemented," Kejriwal said while addressing a rally organised by All Teachers, Employees Welfare Association (ATEWA) at Ramlila Ground in Delhi. Kejriwal further said that he will also speak to his counterparts in West Bengal, Kerala, Andhra Pradesh and Karnataka for implementation of the scheme.&nbsp;</p>

<p>"The government employees have the power to change the government of the country. I want to warn the Centre, if the demand of employees is not accepted in three months, there will be an apocalypse in 2019," the Aam Aadmi Party (AAP) convener said.&nbsp;</p>

<p>Slogans like "desh ka neta kaisa ho, Kejriwal jaisa ho" greeted the Delhi chief minister as he made the announcement at the rally. Kejriwal slammed the new pension scheme as "betrayal and cheating" with government employees.&nbsp;</p>

<p>"I want to request Modiji that you cannot accomplish nation-building by disappointing the government employees," he said, adding that the AAP government could perform in the areas of education, health, power and water supply only because of the cooperation of its employees.&nbsp;</p>

<p>The new pension scheme was introduced by the Centre in 2004. Under it, employees contribute towards pension from their monthly salary along with an equal contribution from their employer. The funds are then invested in earmarked investment schemes through pension fund managers.&nbsp;</p>

The Telecom Regulatory Authority of India wants the telecom operators to stop the practice of giving paperbill to postpaid customers. For this, TRAI has sought public views on making paper bills for post-paid telecom services optional and setting electronic bills as a default option.&nbsp;</p>

<p>The telecom regulator said in its consultation paper that environmental concerns relating to cutting of trees for papers used in printing of bills and changing mobile usage scenario in the context of massive surge in data usage on smartphones were put forth to bolster their demand as the main rationale to this demand, PTI reported.&nbsp;</p>

<p>Trai said it received representations from telecom service providers requesting a review of the provision of the Telecom Tariff order which mandates provision of hard copy of the bill or the printed copy of the bill to post-paid subscribers and removal of the mandate of providing hard copy of the bill with Mobile Bill (M-Bill) or E-Bill as the default option.</p>

<p>"Is there a need to change the extant default option, i.E., provision of paper bill without any charge to postpaid subscribers of wire line and mobile services?" and "should e-bill now be made the default option?" Trai has asked in its consultation paper.</p>

<p>"Authority has recently received twenty four similar representations from Hon'ble MPs/MLAs/MLCs, some prominent citizens and telecom service providers, who have argued that doing away with mandatory provision of hard copy of bill, would be in tune with 'Digital India Mission', apart from addressing a serious environmental concern," Trai said.&nbsp;</p>

<p>The regulator said that consumers form the most important segment of stakeholders on this issue and therefore Trai has decided to hold a public consultation to have views of all the stakeholders, in the matter so that a holistic approach could be adopted to address this important issue affecting Telecom consumer's rights.</p>

<p>Last date for public comments on the paper is December 10 and for counter comments is December 24, 2018.</p>

<p><strong>Call drops</strong></p>

<p>The telecom department will hold a meeting with mobile operators this month to discuss several issues like quality of service, a top official said Friday.</p>

<p>"Quality of service is a big concern. We will meet telecom service providers this month to discuss this and several other issues like fibre first, digitalisation," Telecom Secretary Aruna Sundararajan told reporters on the sidelines</p>
